VLC396          Lundy stops on restart with message 166 - Item
                   rejected HSRR run awaiting cancel


   Description:    During a system restart on the rare occaisions where
                   the system came down during the initial HSRR tracer
                   processing, the LNDY program will not restart. This
                   is seen with the above message and no recovery is
                   possible. The following fix corrects this problem.
