VLC390          Orphan tracer cleanup does not work.


   Description:    Although the orphan tracer fix VLC181 fixed most of
                   the problems, there is apparently a one left. In
                   addition to fixing the problem of leaving tracers
                   on the Lundy work files code was supplied to
                   automatically clean up any orphan tracers left behind
                   in case of cancel failures, CPCS abends etc.
                   This code was found to not always repair those tracers
                   left behind.
                   This VLC fixes the clean up problem.
