VLC367          Free item sequence numbers not on PLST. (or)
                   HSRR number not on PLST report (CR/DR order wrong)


   Description:    Two problems are fixed with this BLC. for users
                   who select the OLRR options in PMRGPARM for free
                   item sequence numbers, no numbers are carried forward
                   in the new 12 digit sequence number field.

                   Also, the CR/DR order values and flags are incorrect
                   in the string header record causing the PLST to not
                   always show the HSRR number used for capture.
