VLC363          DKNLWFRD abends with an 0C4.



   Description:    After an I/O error, DKNLWFRD closes all files.  It
                   fails to reset the file-open status flags.  If the
                   calling task attempts to issue a close or attempts
                   to restart, the incorrect flag status can cause
                   DKNLWFRD to issue a read or a write against an
                   unopened DCB.
