VLC341          No BMRG restart is available for subset HSRR
                   strings.

   Description:    If BMRG is not completed for a HSRR I-string
                   created with subset processing and some of the
                   subset M-strings are created, BMRG would not
                   allow the operator to restart the task. This
                   fix allows the HSRR I-string to be re-merged
                   starting at any tracer in the string.
                   The parameter to restart BMRG with this
                   option is:
