VLC329          Fix subset/tracer numbers in TG file and
                   string flags in the MDS directory.

   Description:    Several new fields in the tracer group data
                   set were never set by DKNMSRR. These fields
                   can affect the processing of HSRR work from
                   Lundy on CPCS as a repass. Also, the
                   credits-first flag was moved to the MDS
                   directory from the CPCS string header record.
