*  IC4065         ALLOW HSRR STRINGS WITH ONLY TRACERS

   DESCRIPTION:   This change corrects an upload condition where a HSRR I-String contains
                  only tracers. This type of string caused error message 339, insufficient
                  tracers, erroneously.

   NOTES:         This change is applicable to release IC4000 and later.
